Where to start to be a digital artist?

I want to be a digital artist who has the ability to be able to draw like this http://www.artrenewal.org/pages/artwork.php?artworkid=1412&size=large I however, can not afford to go to a traditional art school, I know that the first step is to get Photoshop, and some materials to start practicing but where do I start looking for materials that teaches techniques and theories (the books I recommend)? I suggest getting the first right fundamentals before moving to digital paintings, because: 1. The tablet is not cheap and not ps. 2. Sketching supplies such as a notebook and pencils, paint is cheap 3. The tablets are strangers to work and more time to adjust and so can be frustrating to use when learning to paint, but! if you want to start being an artist digital you will need are: 1. Tablet ((i personally wacom.com as for its quality, but I know that you can get the much cheaper)) 2. Photoshop CS4 ((Search an educational version, if you can get or do not have the new PS for lower prices)) 3.
