How do I become a professional mangaka artist?

Well, I realize that what I want is to be a manga artist or a animateur.-Well Well, what courses should I take to be a manga artist? or a facilitator? fine arts is right? Well here in our country (Philippines) I do not know if there are any manga is there, although we have here a draftsman, but they do not create anime or cartoons, like Japan and America. Another question, if I, the Philippines, wants to be a manga artist IN JAPAN. I would say that manga in Japan, the language is niponggo, etc. Is this possible? How do I become a manga artist in Japan?
